The 20-year-old got into difficulties while in the river with friends at Bridgnorth shortly after 5.30pm last night.
An immediate search was launched involving a boat and helicopter as well as officers scouring the banks. It was called off late last night as the light failed but resumed early this morning.
The missing man is believed to be from the West Midlands.
An underwater dive team from Avon and Somerset Police is on its way from Bristol to Bridgnorth to help in the search.
They will concentrate on a 100-metre stretch close to where the man was last seen. Although there are some shallows the water is 15 feet deep in places with strong currents.
Inspector Mark Reilly of West Mercia Police, said: “We received a report just after 5.30pm last night that a man had got into difficulties while swimming in the River Severn near the old rowing club at Bridgnorth.
“An immediate search was launched involving the police, fire service, ambulance and the Severn Area Rescue Association, but unfortunately, he could not be located.
“Police officers resumed the search at first light today and a police dive team from Avon and Somerset is travelling to Bridgnorth to assist.”
Police have previously warned of the dangers of swimming in rivers, quarry pools and lakes during the hot weather.
Inspector Reilly said: “We would again urge people not to be tempted. Such waters may appear inviting but can be extremely dangerous, often with strong currents or hidden obstacles”.
