Telford & Wrekin Council award waste contract to Veolia
Telford & Wrekin Council has awarded Veolia Environmental Services its waste management services contract - subject to a legal “standstill” period required by EU law.

The council set an affordability limit for the contract of £137.43 million and took the opportunity to use the procurement process to combine existing waste management services into a new single contract to gain service consistency for residents and deliver efficiencies.
Services will be introduced in two phases, with a new kerbside recycling service introduced from April 2014 along with the treatment and disposal of waste which is not recycled.
The second phase will then deliver the green and grey bin collection service and management of council owned Community Recycling Centres (CRCs) from April 2019.
The new kerbside service will offer a simplified and more efficient recycling system for residents. Combined with investment and operational improvements at the Community Recycling Centres (CRCs), this is expected to increase recycling performance from 43 percent to 60 percent in the medium term. Waste which is not recycled will then be mostly diverted from landfill.
Telford & Wrekin Council began the procurement process began in July last year, following a 12 month waste review and started with an original pool of 12 interested companies.
The Council anticipates delivering a focussed communication programme to support the implementation of the new service after the legal standstill period expires at the end of October.
Collection days will remain unchanged and schools will also be offered the opportunity to buy into the service.
Councillor Shaun Davies, cabinet member for Neighbourhood Services, Employment and Skills, said:
“Councils have a statutory duty to provide a waste collection and waste disposal service and we believe the successful bidder will provide both value for money and an improved service for the borough.”
Councillor Bill McClements, cabinet member for Finance and Enterprise, said: “Our procurement process has taken more than two years and we are confident the successful company will deliver a better and more cost effective service for every home in the borough. The new Contract will help the Council save £30 million.“
Estelle Brachlianoff, Veolia Environnement Executive Vice President UK and Northern Europe, said: “We are delighted to have been awarded the Waste Management Services contract by Telford & Wrekin Council and look forward to working together with the council at the next stage.“
Employees working for the current contractor in the services falling under the new contract will transfer to the new contractor at the appropriate time.
